Led by Maj. Gen. (retired) Ferdinand (Fred) B. Stoss – who recently retired from a distinguished 34 years of service in the U.S. Air Force – Bancroft Capital’s GEOIntelligence Group Contributors will inform clients on long-term and evolving strategic problems, regional flashpoint issues, as well as topical challenges, such as cyber, space, nuclear weapons, and terrorism.

Geopolitical Intelligence (J-2) Commentary will be delivered in the form of timely, event-driven Executive Summary Reports and more detailed recurring White Papers. Contributors in the GEOIntelligence Group will make themselves available to offer additional commentary to clients and Directed Reports for clients as requested, and as circumstances warrant.

Major General Ferdinand (Fred) Stoss, USAF- Ret.

Editor-In-Chief

Prior to his retirement in 2022, Major General Fred Stoss was the Director of Plans and Policy (J-5), the head strategist for U.S. Strategic Command, an organization comprised of over 130,000 military members. He led development of the approaches for strategic deterrence, nuclear operations, global strike operations, and missile defense. His directorate built and maintained Department of Defense nuclear war contingency plans and provided strategic support for theater combatant commanders. He also supported force postures, arms control policies, and was the lead integrator of strategic deterrence activities with allies and partners.

Major General Michael E. Fortney, USAF-Ret.

Major General (retired) Michael E. Fortney was the Vice Commander, Air Force Global Strike Command, Barksdale Air Force Base, Louisiana. The command organized, trained, equipped, and maintained combat-ready forces that provided strategic deterrence, global strike, and combat support to USSTRATCOM and other geographic combatant commands. The command was comprised of more than 33,700 professionals and operated at two Numbered Air Forces and eleven active-duty, Air National Guard and Air Force Reserve wings. Weapons systems assigned to the command included Minuteman III Intercontinental Ballistic Missiles, B-1, B-2, and B-52 bombers, UH-1N helicopters, the E-4B National Airborne Operations Center aircraft, and the Nuclear Command, Control, and Communications systems.

Lieutenant General Michael L. Howard, USA-Ret.

Retired Lieutenant General Michael L. Howard last served as the Deputy Commander of the United States European Command. Prior to that, he was the command’s Operations Director. Lt. Gen. Howard earned a B.S. degree in biology from Mercer University in 1986. He later received an M.S. degree in national security strategic studies from the National War College. Prior to his European assignment, Lt. Gen. Howard served for two years as the commanding officer of the Military District of Washington. During that time, he also served as the official escort for former President George W. Bush and his family during the state funeral for his father, former President George H. W. Bush, in late 2018.

Lieutenant General Scott Kindsvater, USAF-Ret.

Lieutenant General (retired) Scott Kindsvater was the 22nd Deputy Chairman of the NATO Military Committee. He assisted the Chairman’s role as principal adviser to the NATO Secretary General and senior military spokesman of the 30-nation alliance. He also advised the Deputy Secretary General, leads coordination of nuclear, biological, and chemical matters and, in the Chairman’s absence, directed daily operations and the business of the Military Committee, NATO’s highest military authority.

Major General Christopher Paul McPadden, USA-Ret.

Major General (retired) Christopher Paul McPadden served in the US Army for 35 years. He has significant leadership experience, having been responsible for developing the strategy, planning and policy for the US Military and Army globally at the Pentagon; as well as within active theaters of war in both Iraq and Afghanistan. Most recently he served as Director of Strategy, Plans, and Policy for the US Army at the Pentagon. He has extensive international experience working with militaries around the world to include the Middle East, Pacific, South America, and Europe.

Major General Michael S. Repass, USA-Ret.

Major General (retired) Michael S. Repass was Commander of the U.S. Army Special Forces Command (Airborne). He was the executive officer to the commanding general of U.S. Army Europe and Seventh Army. Maj. Gen. Repass commanded the 1st Battalion, 1st Special Forces Group (Airborne), forward-stationed in Okinawa, Japan. He was then assigned to U.S. Special Operations Command as the Chief, Ground Branch, Special Actions Division. He commanded the 10th Special Forces Group (Airborne), which included commanding the Combined Joint Special Operations Task Force-Arabian Peninsula during two combat tours of Operation Iraqi Freedom.

Lieutenant General Mark C. Schwartz, USA-Ret.

Lieutenant General (retired) Mark C. Schwartz served as the United States Security Coordinator for Israel and the Palestinian Authority. Prior to arriving at the United States Embassy Jerusalem, Lt. Gen. Schwartz served as the Deputy Commanding General, Joint Special Operations Command. His other general officer assignments included: Commander, Special Operations Command Europe, Deputy Commanding General for Maneuver, 1st Cavalry Division and Deputy Commander Special Operations Joint Task Force – Afghanistan.

Major General Jeff Taliaferro, USAF-Ret.

The Vice Director for Operations serves as the principal assistant to the Director for Operations in assisting the Chairman of the Joint Chiefs of Staff in developing and providing operational guidance and in fostering clear communication between the President, Secretary of Defense, unified commands and services.

Brigadier General Mark A. Towne, USA-Ret.
