Plumbers in KC Weigh in on Proposed PHMSA Pipeline Safety Rule

Kansas City Plumbers weigh in new PHMSA proposed regulatory amendments affecting underground natural gas storage facilities and liquefied natural gas facilities.

The PHMSA proposed regulatory amendments that implement congressional mandates in the Protecting The Infrastructure of Pipelines and Enhancing Safety Act of 2020 to reduce methane emissions from new and existing gas transmission pipelines, distribution pipelines, regulated (Types A, B, C and offshore) gas gathering pipelines, underground natural gas storage facilities and liquefied natural gas facilities.

Hunt points to this proposed rule by the Pipeline and Hazardous Materials Safety Administration, citing the proposed amendments for part 192: regulated gas pipelines are strengthened via leakage survey and patrolling requirements; performance standards are implemented for advanced leak detection programs; leak grading and repair criteria are introduced with mandatory repair timelines; requirements are put in place for mitigation of emissions from blowdowns; requirements are introduced for pressure relief device design, configuration and maintenance requirements as well as clarified requirements for investigating failures.

What’s more, PHMSA is proposing the expansion of reporting requirements for operators of all gas pipeline facilities within DOT’s jurisdiction, a list that includes underground natural gas storage facilities and liquefied natural gas facilities.

“According to research we’ve garnered, this notice of proposed rulemaking (NPRM) proposes a series of regulatory amendments to the Federal Pipeline Safety Regulations in response to a bipartisan congressional mandate in the PIPES Act and in support of the Methane Emissions Reduction Action Plan,” adds Hunt. “The amendments, as we see it, would reduce both ‘fugitive emissions’ - unintentional emissions resulting from leaks and equipment failures - and ‘vented emissions,’ meaning those resulting from blowdowns, equipment design features and other intentional releases, from over 2.7 million miles of gas transmission, distribution and gathering pipelines and other gas pipeline facilities.

“Further, 403 underground natural gas storage facilities (UNGSFs) and 165 liquefied natural gas (LNG) facilities would benefit from the proposed tactics, thus improving public safety, promoting environmental justice and addressing the climate crisis.
